Sir,
                      The Branch meeting of this Association held on 25.10.2012 at NCJ had unanimously passed the following resolutions for the favorable disposal from your esteemed office.
1.      Stoppage of food at Madurai RR:-
              Food is not prepared at MDU running room for the last one week. We, after working the whole night trains, had to wander here and there in search of food (Breakfast, lunch and dinner) in the mid sunny day. Also water purifier provided in the running room is not working for the past three months. Complaint book is flood with repeated complaints but the Madurai administration is not moving a little finger to repair the water purifier. We were forced to drink the open pipe water which is saline and not jaundice free. This wander for food effect the quality rest hours we take at Madurai running room. Likewise we have to work the return trains in a shaggy mood. It is disastrous. This matter had been notified several times to different authorities of MDU division but no fruitful measures have taken so far. So there are only two possibilities before the loco running staff of NCJ depot. I.e. either to refuse to work the Trains towards Madurai or to work the return Trains from Madurai after taking additional compensatory rest. This meeting requests your good self to intervene as this matter is urgent and worth considering, to arrange to supply food and drinking water at Madurai Running Room in par with the standard as per the Railway Board recommendation, to avoid staff side unrest.

2.   Difficulties of Loco Pilot(s) are at NCJ:-
                    The present scenario of yard shunting at NCJ is pitiful. The shunting roster at NCJ now following is the one which was implemented far beyond 1984. Even though the Train handling at NCJ had risen so many times thereafter and the work load of the Loco Pilot (S) has also risen that much, the administration is blindly sticking to the age old shunting roaster even now. The yard shunter is tightly packed in his duty so that, not even a single moment he can spare to meet even his primary necessities. The increased workload of the shunter may be one of the reasons for frequent accidents in the NCJ yard. Every now and then the Yard shunter has to move from yard to platform lines for performing shunting in the platform and loco movements etc, temporarily stopping his yard shunting. This imparts various difficulties to the yard shunter such as not to delay yard shunting he has to run back from new lines at TVC end to the Yard. The distance between the traffic yard and north end of the platform 1A is more than 1.2 Km and LP(S) has to go 4 to 5 times there.  So kindly provide a three roaster traffic shunter at NCJ. During Friday to Sunday the NCJ yard is tightly packed so that the rake even has to be stabled at all the running lines so in order to receive a train in the mean time the rake first to be moved to the shunting neck and after the traffic train left, the rake has to be moved back to the





Running lines ones again from the shunting-neck so as to make road for the yard shunting. Also earlier times enough spare coaches may be available at the NCJ yard. Now a day, in the wake of 100% utilization of the rolling stock, spare coaches may not be available. So the coaches we have to find from the morning arriving trains. Make the formation, put the coaches in the sick line for repairs and collect back it from sick line in order to make the formation once again. These needs additional work load to the shunter and the shunting staff so they frequently resorts to wrong play such as resorting to short cut methods and negligence to the rules etc. This meeting urges your esteemed office to conduct a proper job analysis and take effective measures such as providing sufficient additional labors so that there should not be any room for mishaps at NCJ yard shunting in future. To add to our curse the shunter vacancies are not filled in time according to the need in time. On 21.10 2012, when Sr.DEE(OP) inspected NCJ depot, he had remarked that the existing    strength of LP(S) in this depot is more than enough and no new posting of staff should be expected. With deep anguish we wish to inform you that as per latest restructuring orders V/T dated 29.06.2012 10 posts of LP(S) were sanctioned for shunting/CRC duties but only 8 are posted. At present the shunter vacancy position is like this,

Likewise the leave, rest, PR all are denied to an NCJ shunter. So this meeting    urges your good self to all the shunter vacancies in this depot immediately as the leave reserve for Sick/PME/Leave/RC/Conversion classes to be filled.
               Another one problem we want to notify is that there is no dedicated line for loco handling at NCJ. Almost 10 to12 locos needed to be handled by a shunter at a spell of his 8 to 10 hrs of duty. Locos are stabled any were according to the convenience. This imparts a lot of difficulties in handling


Locos in the NCJ yard. A lot of time and man power is wasted in moving locos here and there inside the yard un-necessarily for making room for shunting. A separate loco lay bye will be the only feasible solution for this. A separate loco lay bye will not only reduce the workload of the shunter but also will reduce traffic delay which is vital for a small traffic yard like NCJ. So kindly take necessary action to build a separate loco lay bye for loco handling at NCJ.
                    More over the shunting operations at Nagercoil are very hectic since,
(i)    The shortcut methods adopted by shunting staff at NCJ and having support   from the   Operations department to glorify their names have paved the way for unsafe shunting. Inspecting Officers have only dare to punish the running staff not the shunting staff in all cases of shunting dislocations. In most of the cases the LP(S) who stood for safety is termed as obstructive worker and attacked morally.

(ii)   From the recent derailments occurred at NCJ yard it is very clear that no staff is travelling in the rearmost vehicle to show danger signal and to stop the shunting in case of emergency. Mr. Appukuttan Nair (Shunter/NCJ) who stopped shunting was abused and threatened by the shunting staff to push a rake to Rd.6 where point was in removed condition for insertion of PSC sleepers and the vehicles derailed.

(iii)    Only one or two vehicles are attached to Loco and brake pressure is available in these coaches is not sufficient to stop the other 18-20 coaches. So this meeting urges your good self to intervene and issue necessary orders for surprise inspections to curb unsafe practices mentioned above.

3)   Pass LP causality at NCJ

            Two LP/Pass vacancies and one LP/Goods vacancy are kept unfilled for a long time from now. So many representations sent from this branch to fill up the vacancies by our cries had fallen       deaf ears. One of the LP/Goods from QLN depot had been utilised on permanent measure in the NCJ depot for so many days. Even though he is the first transfer requestie to NCJ no measures had been taken so far either to carry out his transfer or to fill up the vacancy. Also after Mr. A. Lingam LP/Pass had been promoted and transferred to TVC as LP/Mail, the LP Pass vacancies had raised to2.Also the transfer for Mr. E.A.A. Khadir LP/Pass/NCJ had been ordered from the Sr.DEE/OP/TVC. (O.O No: 55 dated 12/10/20012). So the total vacancies in LP/Pass will become 3. Since the leave of LP/Mail is being compensated from LP/Pass, this causality has severely affected the leave causality of LP/Mail at NCJ.                     

             So this association requests your good self to take effective measures to fill up the aforesaid vacancies at the earliest.
             
            At present 2 LP (Mail) have requested transfer to Nagercoil from Trivandrum depot and 2 ALPs from ERS depot. We request your good self to consider their transfer request by suitably transferring 2 convenient links to this depot to accommodate them.
