SUB : SAFETY IN TRAIN OPERATIONS – PREVENTION OF SPAD – DIRECTIVES OF RAILWAY BOARD TO BE IMPLEMENTED WITH TOP PRIORITY – REGD

The meeting of on SPAD held in railway board on 12.06.2012 and the directives from the meeting for implementation for all zonal railways was issued. In this connection, we earnestly submit as follows. Though some of the directives are being ensued for implementation, many of the core directives are not implemented nor any action seems to be taken for implementation. Following are some of the SPAD directives with top priority by AILRSA for implementation and some of the main violations of SPAD directives in a tabular form.
A2. There is a need to improve the condition of driving cabs by making them sound proof and ergonomic and to relocate the horn so that the sound level is within limits. Cab should also be made air-conditioned.
B4. Calendar day rest should be provided to running staff instead of 22/30 hrs rest so that they may fulfill their family and social objections.
C6. Links should be made in such a way that there are not more than 2/3 continuous night duties. Also efforts should be made that the running staff is not made to perform more than 6 hours duty during 22 to 6.00 hours.
C16. The rest at HQ and outstation should be liberalized. A crew on 6 hr outstation rest should be served call book after completing rest ie 6 + 2 = 8 hours.
E3. The maximum duty hours of mail/ express drivers should be reduced to 6 hours as they encounter one signal every minute on an average during their run.
E10 Crew which reports after leave/ sickness/training should be booked after 6 hours instead of odd hours. Changes should also be made in CMS.

To highlight the above issues and settle it, AILRSA is conducting a demonstration in all depots of Southern railway on 06.02.2013, as a “DEMANDS DAY”, a “LETTER CAMPAIGN” to GM from February 20 to 27th and a “DHARNA” before GM Office in 14th March.
In spite of the railway boards letter with 58 directives, the COM/SR is playing gimmicks with 22 hrs PR, insisting weekly trains to be worked by leave reserve crew when there is no earmarked leave reserve and a depressed sanctioned strength. The sanctioned strength has to be revised considering the above parameters of 6 hours duty, 3 night duties at stretch, 8 hrs out station rest as minimum, 4 calendar day rest in a month and reporting from leave and sick at 6 hours in the morning with 2 hours calling time.
Presently the loco running staff involved in SPAD cases are deliberately removed from service without considering any contributory factor or merits of case, which is very cruel and unfair. The capital punishment should be avoided in case of SPAD which does not involve with an accident according to Khanna Committee report. Presently after the directives of SPAD by railway board released for implementation, but not implemented, the GM’s also become responsible for SPAD cases. Hence AILRSA requests your good office to intervene and implement the directives of SPAD to prevent SPAD in southern railway.
